Ingredients
- 1 ½ cups all-purpose flour
- 1 cup granulated sugar

Instructions
- Preheat the oven to 350°F (175°C). Line a 12-cup cupcake pan with paper liners.
- Sift together the flour, cocoa powder, baking powder, and salt in a medium bowl. Stir to combine.
- Cream the softened butter and granulated sugar in a larger mixing bowl until pale and creamy, about 2-3 minutes.
- Add the eggs one at a time, beating well after each addition. Then add the vanilla extract.
- Alternately add the dry mixture and the milk, starting and ending with the dry ingredients. Mix on low speed until just combined.
- Spoon the batter into liners, filling each about two-thirds full.
- Bake for 16-20 minutes until the top springs back and a toothpick comes out clean.
- Let the cupcakes cool in the pan for 5 minutes before transferring to a wire rack to cool completely.
- For the frosting, beat the softened butter until smooth, then gradually add powdered sugar. Beat in heavy cream and vanilla until light and fluffy.
- Tint the frosting as desired with food coloring and pipe or spread it onto cooled cupcakes.
- Decorate with edible glitter, sprinkles, chocolate arrows, and heart candies.
- Let the frosting set before serving or transporting.
